Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Hospital Quality Reporting program. Thousands of hospitals across the country depend on these systems to submit quality measure data that reflects the care beneficiaries receive in their facility. Our teams will continuously strive to modernize these systems, while improving them in ways that reduce provider burden and minimize costs to CMS. We do this through HCD and Service design practices, product thinking, and skilled engineering. As an Engineer I - DevOps, you display a solid understanding of core engineering concepts such as infrastructure as code, security, performance and reliability. You also have a strong background in engineering best-practices like testing, source control, and agile planning. You’re capable of taking a well-scoped component from a larger project and completing these tasks in a reasonable time frame. You can own your independent small-to-medium features all the way through from technical design to launch.
You’re a skilled communicator and are comfortable giving feedback to your peers and manager. When given an unclear task, you know how to ask for clarification and ensure that everyone is on the same page before getting started to reduce the need for re-work. You understand how your work fits into the larger picture for your team, and use this to identify conflicting requirements if they come up. You are able to present technical solutions in documentation or live demos, and are comfortable helping train others on those solutions.
Here is some of the tech we use on our team. Direct knowledge is great, but knowledge with alternative products is perfectly OK! The concepts are likely the same, and new tech can be learned.
● AWS - Fargate, ECS, Lambda, S3, CloudFront, WAF, networking
● Docker - Authoring Dockerfiles for packaging and running applications
● Infrastructure as Code - Terraform
● CI/CD - Jenkins, JFrog Artifactory, Docker, feature flags
● Observability and Monitoring - New Relic, Cloudwatch, Splunk, PagerDuty
● Agile and Collaboration - Jira, Confluence, Zoom, Google Workspace
experience with administration of: RDS, dynamo, redshift
ETL experience (experience with AWS Glue a plus)
You are good at
- Understanding core engineering concepts such as infrastructure as code, security, performance and reliability
- Understanding engineering best-practices like testing, source control, and agile planning

- Designing, developing, testing, deploying, maintaining and improving software.
- Working in and with small feature delivery teams: cross-functional, cross-component team that completes many end-to-end customer features, one by one.
- Participating in product strategy, product design and product development activities.
- Using lean and agile work management and engineering practices.
- Managing project priorities, deadlines and deliverables.
- Implementing test automation framework.
- Automating non-functional tests, including performance, security, and accessibility.
- Working with one of the following programming languages: Go, Java, Python.
- Working with more than one of the following test automation tools: Cypress, FitNesse, NUnit, JMeter, Cucumber, Katalon, SoapUI.
- Working with the following: web application development, unix/linux environments, developing large scale systems and API services, secured REST-based API endpoints, Acceptance and Unit Testing.

- Work as a part of an agile software development team. You’re a creative thinker and skilled communicator who thrives in cross-functional teams.
- Translate ideas into actionable, testable solutions, and working with engineering teams to define and implement those solutions.
- Engage and communicate with both technical and non-technical folks.
Extra credit for expertise in
- Working with the following programming languages: Python, Java, C/C++, SQL/ No-SQL scripting, Terraform , Cloudformation, Groovy.
- Working with the following: AWS. Cloudbees Jenkins or another similar CI/CD pipeline tool.
- Working knowledge of Section 508 and WCAG accessibility standards, security software development, Splunk, global infrastructure, virtual clouds, virtual computing, serverless computing, load balancing and networking, data storage and data streaming, Security, Trunk-based development, Feature flagging, Continuous Integration/Continuous Delivery.
- Clinical Quality Measures, especially those mandated by CMS such as the following programs: IQR, OQR, IPF, PCH, ASC.
- Using Atlassian Jira to increase efficiency of and transparency into the work management of an agile software development team.
- Healthcare product management where access to the users is difficult, expensive, or impossible.
